To be a candidate for promotion, they must be permanent teachers who have completed five academic semesters of employment at the relevant category level. But no teacher shall be eligible to be a candidate for promotion during the following period in the following cases:
(a) For suspension during the period of suspension,
(b) In case of suspension of promotion, during the period of suspension,
(c) In case of reduction to a lower post, up to two years from the date of reduction,
(d) Up to one year from the date of suspension of pay increment (grade).
